Customs representatives in regulations and statistics
W artykule omówiono rolę pośrednich i bezpośrednich przedstawicieli celnych, w tym agentów celnych, w odprawach importowych i eksportowych w oparciu o dane statystyczne za 2021 rok oraz dane dotyczące wpisów na listę agentów celnych w okresie 1998 - 2021. Rozważania te poprzedza analiza ewolucji prawnych regulacji świadczenia profesjonalnych usług przedstawicielstwa celnego w Polsce po roku 1989 oraz ich wpływu na funkcjonowanie tego rodzaju usług w praktyce, w szczególności na wykonywanie zawodu agenta celnego, zwłaszcza po deregulacji zawodu agenta celnego w 2014 r.

The article discusses the role of direct and indirect customs representatives, including customs agents, in import and export clearances based on statistical data for 2021 and 1998 - 2021 entries on the list of customs agents. These considerations are preceded by an analysis of legal regulations concerning customs representation in the period after the year 1989. Moreover, the paper analyses the influence of legal rules on providing customs representation services, in particular on conditions for exercising the profession of customs agent, especially after deregulation of this profession in 2014.
