W artykule poddano analizie problemy zarządzania zmianą struktury administracji celnej Ukrainy w okresie przygotowań do stowarzyszenia tego kraju z UE. Bezpośrednim punktem odniesienia okazało się przyjęcie doświadczeń polskich jako modelu zarządzania zmianą w procesie dostosowywania działalności służby celnej do standardów UE w okresie transformacji gospodarki od centralnie planowanej do gospodarki rynkowej w warunkach międzynarodowego środowiska gospodarki elektronicznej i bezpieczeństwa międzynarodowego łańcucha dostaw towarowych. Na podstawie analizy struktury organizacyjnej Służby Celnej Polski zostały wypracowane rekomendacje dla tworzenia centralnej oraz terenowej struktury Ukraińskiej Służby Celnej. W celu doskonalenia, ułatwienia i uproszczenia procesu dokonywania odpraw celnych z zachowaniem efektywności zwalczania przestępczości celnej szczególną uwagę zwrócono na innowacyjne instrumenty i metody kontroli wdrażane przez ukraińską Służbę Celną według standardów zastosowanych przez Służbę Celną Polski.

Reforming the Customs Service of Ukraine and the Polish experience – principal management problems
The paper analyzes the problems of managing the change in the structure of the customs administration of Ukraine in the period of preparations to associate this country with the EU. The direct reference point was the adoption of Polish experience as a change management model in the process of adjusting the activities of the customs service to EU standards during the transformation of the economy from centrally planned to market economy in the conditions of the international electronic economy and the security of the international goods supply chain. Based on the analysis of the organizational structure of the Polish Customs Service, recommendations were proposed for creating a central and field structure of the Ukrainian Customs Service. In order to improve, facilitate and simplify the process of customs clearance while maintaining the effectiveness of combating customs crime, special attention is paid to innovative instruments and control methods implemented by the Ukrainian Customs Service according to the standards used by the Polish Customs Service.

Andrzej Halicki - Stanowiska i stopnie służbowe funkcjonariuszy Służby Celno – Skarbowej
W opracowaniu omówiono problematykę stanowisk i stopni służbowych w Służbie Celno – Skarbowej. W początkowej części zaprezentowane zostały rozważania o charakterze historycznym mające na celu przedstawienie genezy poszczególnych instytucji np. opisu i wartościowania stanowisk służbowych. Istotna część publikacji obejmuje refleksje dotyczące warunków obsadzania stanowisk i uzyskiwania przez funkcjonariuszy wyższych stopni służbowych. W analizie sformułowano również postulaty zmiany obecnego stanu prawnego, których wprowadzenie powinno przyczynić się do usprawnienia funkcjonowania Służby Celno - Skarbowej.

Positions and grades of Tax and Customs Service officers
The study presents the problem of customs officer’s positions and grades in particular those related to the process of promotion to positions and appointment to a higher degree. The initial part is devoted to historical issues which aims to determine the genesis of individual institutions such description and job evaluation work. A significant part of the considerations concerns the conditions of filling positions and obtaining higher official degrees. The publication also formulates postulates to change the current legal status, the introduction of which should contribute to improving the functioning of the Customs and Tax Service.
